　　With the expansion of cities and growth of urban population, many major citiesare plagued bytraffic issues, like traffic jams and overly crowded public transportation services, which need to be addressed by implementing effective policies. However, I do not think that the extra chargeduring the rush hourcan relieve the present situation.

　　First, it indeed encourages people to drive less and use public transportation more, if they know that there will be an extra cost for drivingduring the peak travel times, mostly the periods before and after work. But it will further deteriorate the already over-crowded public transport system. Like the underground network of Beijing which carries approximately 9.5 million passengers every day, the riding experience during the morning and evening peak times has already been very unpleasant, and more peopletaking public transportationmean that for commuters, it is will be more distasteful and difficult to use public transport services during that period. In this way, the goal ofrelieving the poor transportation in citiescannot be achieved.

　　Furthermore, the policy is hard to be enforced because it is difficult to charge all drivers driving during the rush hour. At present, the government charges drivers mainly through traffic toll stations which is not dense in cities, meaning that many drivers who drive in rush hour but do not pass a toll station will not pay the fee, for few people are willing to pay unless there is a regulation and an effective way to enforce it. Therefore, if the government wants tofully implement the policy, more toll stations need to be built, or more innovative charging approaches need to be proposed, which would be very costly and time-consuming. And the government should invest its revenue more wisely by spending it on improving the public transportation, which willdeliver more benefits to the public.

　　Thus, I think, to alleviate the poor transportation in cities, charging drivers during peak times is not sensible for it is costly and ineffective in achieving the goal.
