　　提出主题，没有代词，也没有涉及前文的信息。

　　翻译：

　　二十一世纪初，移民对福利制度的影响已成为政策决议者及政客经常讨论的话题。

　　第二句

　　It is also arecurrent theme in the press, from the highbrow pages of Prospect to thepopulism of the Daily Mail.

　　句首的It指代the impact of immigrants；而also意味着补充信息，是第一句a staple of discussion的补充。
